Your Military Court is a building that you will have to upgrade as you grow. When you start your base you are a level 1! As you grow, you will be required to use Legal Code Books to get your Military Court level up. When you get to level 25, this will be your last level before you go to your Glory levels. Select the level you are at and it will tell you the Legal Code Books required and the cost of them.
